Title I Part D funds provide districts with supplemental funding for students who reside in a public or private residential facility who have been adjudicated, committed, or voluntarily placed in the facility.
- “Institution for neglected children”: a public or private residential facility, other than a foster home, that is operated for the care of children who have been committed to the institution or voluntarily placed in the institution under applicable State law due to the abandonment, neglect, or death of their parents.
- “Institution for delinquent children and youth”: a public or private residential facility for the care of children who have been adjudicated to be delinquent or in need of supervision.
The district plan that is submitted annually includes information on the neglected/delinquent sites. The district should maintain on-site the document that outlines the services provided to eligible N/D students. The district should conduct monitoring of the site to ensure compliance.
The district evaluates the program, disaggregating data on participation by sex, race, ethnicity, and age, to determine the program’s impact on the ability of participants to:
- Maintain and improve educational achievement;
- Accrue school credits that meet State requirements for grade promotion and secondary school graduation;
- Make the transition to a regular program or the education program operated by the district;
- Complete secondary school (or secondary school equivalency requirements) and obtain employment after leaving the institution;
- The disaggregated data is reported in the Title I Year End Report.
