| The Budget and Payroll section is responsible for developing the budget for the Department, allocating resources to the individual programs, and maintaining year-round control of the budget. In addition, this unit handles the payroll for the Department. | |

Instructional Materials/Special Projects Accounting/School Accounting |
|
| The Instructional Materials/Special Projects Accounting Section is responsible for the accountability of the Instructional Materials and Special Projects funds which includes monitoring and distribution of these funds. The section is responsible for the processing of Instructional Materials, requisitions, maintenance of the database, contracts, and procurement process. The section is also responsible for the distribution and processing of funds appropriated by the Legislature to public, nonpublic, secondary, and post-secondary schools for Special Projects identified by the Legislature. The School Accounting section is responsible for the accountability of 25 different federally funded programs which includes monitoring and distribution of these federal funds. This includes federal programs such as Chapter 1, Carl Perkins, and the EHA-Part B Special Education Program. In addition, the unit is responsible for making disbursements of Public School Support funds, and accounting for USDA and Industrial Development. It is also responsible for monitoring and accounting for Capital Projects and Capital Improvement programs. | |

| The personnel services function assures that all personnel actions are made in accordance with established regulations to include the recruitment, hiring, evaluation, counseling, and termination of employees, in addition to providing employee insurance information. The unit is also responsible for the agency's drug and alcohol coordination programs. | |

| The School Budget and Finance Analysis Unit is responsible for reviewing, analyzing, and approving 89 local school district budgets. In addition, unit staff monitor expenditures and revenues and report this information to the State Board of Education, the legislature, federal government, and general public. The unit updates the Manual of Procedure for Public School Accounting and Budgeting and provides support training for school district business personnel. The unit develops the public school support appropriation recommendation, collects student membership projections and actual membership that determine formula distributions, and establishes local school district property tax levies. | |

| The School Capital Outlay Unit fulfills the support function of the Department of Education to the Public School Capital Outlay Council, facilitates the processing of school district requests for capital outlay funds, approval of disposition of school district property, and approval of school district construction plans and specifications. | |

| The School Transportation Unit establishes standards for operation and equipment, inspects buses, conducts on-site accreditation visits to ensure accountability and compliance, and develops an annual appropriation request to finance the pupil transportation program. Audits are conducted to ensure that budgets, records, inspections, etc., are in compliance with regulations and safety procedures. Other duties include technical assistance, driver training programs, and accident investigation. Provision of safe, efficient, and economical transportation to all eligible students is the objective of the unit. | |
